As we are going into the Beta testing phase of our new typescript login
(login V2), we need to have a documentation about the capabilities, how
to test, and what the current limitations are.

On the login settings we do have the settings "Force MFA" and "Force MFA
for local authenticated users" this gives the impression, that i can
enable both and then all users should be forced to use an mfa.
But when both settings are enabled, only local users are forced to add
mfa.

The label was wrong, the second one should be "Force MFA for local
authneticated users only", I changed both labels to make it easier to
understand.

As we switched to PostgreSQL with our cloud zitadel, we now want to
recommend it instead of CockroachDB.

Github introduced the new issue types, which we want to add to our
issues. Starting point is to change the templates, so we can add the
right types.

In the console a wrong translation is shown for the password re auth
time, it is shown that it is the time after which users have to renew
their password, but it is the time, after which they have to
authenticate again with their password

- `<details>` tag is rendered in some cases in the docs, instead of
rendering a detail section which can be expanded
- New API V2 and V3 services where not rendered correctly
- The plugin which made it possible to integrate external code files and
show them on the docs didn't work anymore

- changing link source from tag to auto
- Someone already forked the repository and made it available for
docusaurus v3, we integrated the forked version

Add a list of files to the contribution guidelines for a new language,
which also need an extension.

At the moment we state where a contributor needs to add new translation
files, but then some lists are missing and the language is not shown to
end users.
