fix: use versioned openapi protoc plugin for docs and console (#11423)

# Which Problems Are Solved

The docs and console API generators used an unversioned
`buf.build/grpc-ecosystem/openapiv2` plugin for the code generation. The
latest version has an issue and fails.

- pin the plugin to the latest running version

- noticed internally
- requires backport to at least v4.x
