refactor: Update web-dashboard CI workflow to use Node.js 22 and disable frozen lockfile

- Update Node.js version from 20 to 22 in Setup Node.js step
- Change pnpm install flag from --frozen-lockfile to --no-frozen-lockfile in Install dependencies step
