ci: Add CI workflows for carrier-connector, charging-engine, packet-gateway, and CLI components

- Add carrier-connector-test job with Go 1.23 setup, linting, testing with race detector, and build step
- Add charging-engine-test job with Rust 1.94 setup, cargo caching, release mode testing, and build step
- Add packet-gateway-test job with Rust 1.94 setup, cargo caching, release mode testing, and build step
- Add cli-test job with Go 1.23 setup, linting, testing with race detector, and build step
