feat: Remove charging-engine monitoring operations module and clean up module declarations
- Remove monitoring/operations.rs with background sync implementation (start_background_sync/perform_sync/cleanup_expired_blocks/update_usage_statistics/check_low_balance_alerts/apply_monthly_fees_if_needed methods) - Remove charging/mod.rs module declaration with types/engine/credit_management/rating_billing submodules and ChargingEngine re-export - Remove errors/mod.rs module declaration with types/helpers
