feat: Remove package documentation from platform.go and normalize imports formatting

- Remove package-level documentation comment mapping handler files to domains (services/monitoring/deployments/plugins/automation/config/chaos/billing)
- Normalize imports from inline to block format (net/http, strconv, github.com/gin-gonic/gin)
- Retain ErrorResponse struct and shared helper functions
