This PR deprecates and replaces the use of `allowUsernamePassword` with
`allowLocalAuthentication`.
It additionally disables the username on organizations that disallow
local authentication. In such a case, only IDPs are shown.

- disable username form if !allowLocalAuthentication
- translate property in console UI

Previous login app had french localization and the new app doesn't have
it anymore. It simply re-add this missing locale.

I don't know how to add it by default in backend, i will happily make
