feat(login): Add Dutch (nl) locale (#11139)

# Which Problems Are Solved

* Missing Dutch (nl) translations in the login UI v2.

# How the Problems Are Solved

* Adds nl.json with Dutch translations.
* The same data is added to v2-default.json, because otherwise English
was overriding nl.json content.
* Adds Dutch to the language dropdown in somewhat alphabetical order.
