- Add TenantHandler struct with tenant service and logger fields
- Add CreateTenant, GetTenant, GetTenantByDomain, UpdateTenant, DeleteTenant, and ListTenants endpoints
- Add AddUserToTenant, GetTenantUser, UpdateTenantUser, RemoveUserFromTenant, and ListTenantUsers endpoints
- Add CreateAPIKey, GetAPIKey, UpdateAPIKey, DeleteAPIKey, and ListAPIKeys endpoints with key string return on creation
