- Add ProcessRefund implementation with negative billing entry for refunds and transaction ID fallback
- Add GetBillingAnalytics implementation with date range filtering, billing summary calculation, and transaction history
- Add default 30-day date range for analytics with RFC3339 date parsing for custom ranges
- Replace NotImplemented responses with full BillingService integration
