nutcas3 a1331bb55e feat: Add Terraform provider module with HashiCorp plugin SDK integration 
- Add terraform/provider to workspace modules alongside api-server, carrier-connector, and cli
- Add go.mod for terraform-provider-telecom module with Go 1.26.1
- Add terraform-plugin-sdk/v2 v2.40.0 as primary dependency
- Add HashiCorp dependencies: go-cty v1.5.0, go-hclog v1.6.3, go-plugin v1.7.0, terraform-plugin-go v0.31.0, terraform-plugin-log v0.10.0
- Add HCL parsing with hcl/v2 v2.24.0 and configuration utilities
