nutcas3 14ae7ee3a4 feat: Add CLI application with Bubble Tea TUI framework and configuration management 
- Add go.mod and go.sum for CLI application module
- Add Bubble Tea v1.3.10 for terminal UI framework
- Add Charm Bracelet libraries: bubbles v1.0.0, lipgloss v1.1.0 for UI components and styling
- Add Viper v1.21.0 for configuration management
- Add testify v1.11.1 for testing support
- Include dependencies for terminal handling, color profiles, and text rendering
