nutcas3 a32b933fbf refactor: Migrate billing and config commands to uiContext with error handling and simplified output 
- Update HandleBilling to accept CLIConfig, return error, and use uiContext for all output
- Update HandleConfig to accept CLIConfig, return error, and use uiContext for all output
- Replace manual colorizer/icon initialization with uiContext helper methods
- Simplify error handling with uiContext.errorln, warn, success, info, muted methods
- Replace direct table creation with uiContext.newTable()

nutcas3 fbcf05776c feat: Add config command handler with show, set, get, and validate operations 
- Add HandleConfig with command routing: show, set, get, validate
- Add showConfigHelp with command descriptions and usage examples
- Add showConfig to display current configuration with API, database, Redis, monitoring, logging, and billing settings
- Add setConfig to update configuration key-value pairs with validation
- Add getConfig to retrieve individual configuration values by key
- Add validateConfig to verify database
