- Add kubernetes package with ServiceManager struct containing clientset and namespace fields

- Add NewServiceManager constructor with in-cluster config and kubeconfig fallback
- Add KUBERNETES_NAMESPACE environment variable with telecom-platform-dev default
- Add getInClusterNamespace helper to read namespace from service
