fix: Standardize migrations directory path and add explicit working-directory in CI workflow

Browse Source 
- Change migrations path from './migrations' to 'migrations' in all test jobs
- Add explicit working-directory: . to migration steps for clarity
- Apply changes to api-server-test, charging-engine-test, and packet-gateway-test jobs
