feat: initialize pnpm workspace, TypeScript configuration, and Turbo tasks

- Added pnpm-workspace.yaml to manage workspace packages and dependencies.
- Created tsconfig.json with strict TypeScript settings for better type safety.
- Introduced turbo.json to define build, lint, test, and other tasks with dependencies.
